Fluent Health, a subsidiary of Presbyterian Healthcare Services in Albuquerque, New Mexico, is the partnership and health plan service entity that scales Presbyterian’s people, experience and tools in provider-owned health plans. Fluent Health leverages Presbyterian’s 30 years of managed care experience in an integrated system to partner with providers across the country seeking to start or strengthen their own health plans. Through Presbyterian’s Fluent Health arm, health systems looking to create and implement a health plan will have access to scale and efficiency as well as strategy, management, product design and administrative functions.

Sharon Fletcher, PhD, MBA
Dr. Fletcher joined Fluent Health as President in February 2019. She has extensive health care management experience, holding executive-level positions at both provider- led plans and care delivery systems. Prior to joining Fluent Health, Dr. Fletcher served as President and Chief Executive Officer of CommunityCare Managed Health Plans of Oklahoma where she was named 2018 CEO of the Year by The Journal Record. Dr. Fletcher earned her bachelor’s degree in business management from Point Park College, her master’s in human resource management from LaRoche College, her MBA at the University of Mary, and her doctorate in organizational leadership and behavior at Northcentral University. She also completed an executive finance program at Cornell University and is currently obtaining a Juris Doctorate in healthcare law.
Vice President, Clinical Operations & Pharmacy
Dr. Cunico is responsible for Fluent Health’s Clinical Operations, which include Pharmacy, Case Management, Appeals and Grievances, Performance Improvement, Utilization Management and the Nurse Advice Line. Previously, she oversaw the establishment of Presbyterian Health Plan's Medication Therapy Management program and the program to help increase Medicare Star ratings. Dr. Cunico was also instrumental in setting up the company's prior-authorization program for medications administered in outpatient settings and in determining the role of pharmacy in integrated care models and disease management programs. She also works with employer groups to design their benefit offerings. Dr. Cunico received her Bachelor of Science in Pharmacy and her PharmD from the University of New Mexico College of Pharmacy.
Vice President, Emerging Business
With a focus on growth and expansion, Ms. Divine is responsible for the Fluent Health client engagement strategy. Prior to her current role, she led Presbyterian's $200-million effort to design and implement an integrated electronic health record and financial system. During her 25 years in healthcare, Ms. Divine has also held positions as Administrator of Clinical Ancillary Services for the Presbyterian delivery system, Director of Service Quality, and Director of Provider Services for Presbyterian Health Plan. An active member of the Albuquerque community, Ms. Divine serves as board chair for TriCore Reference Laboratories. She earned her Bachelor of Arts in Mathematics at Colorado College and her Executive Master of Business Administration at the University of New Mexico Anderson School of Management.
Vice President, Chief Actuary and Underwriting Officer
Mr. Erp joined Presbyterian Health Plan in 2014 and has focused his leadership on the actuarial, underwriting and medical economics departments. In addition to providing actuarial services, he helped expand value‐based purchasing models, which link provider payments to improved performance and provide better outcomes for patients. Prior to joining Presbyterian, Mr. Erp served in various roles in other managed care organizations in New Mexico, Kentucky and Pennsylvania. Mr. Erp is a Fellow of the Society of Actuaries and a member of the American Academy of Actuaries. Originally from Kentucky, he holds bachelor’s degrees in mathematics and mathematical economics.
Vice President, Client Integration Services
Mr. Johnson is responsible for client management and service, project management oversight, business process management, and client implementation services. During his 13-year tenure at Presbyterian, his roles have included Director of Customer Service and Executive Director of Medicaid Program Administration, where he held leadership positions on the proposal development team, program implementation team, and successfully managed the Medicaid contract with New Mexico state regulators. Mr. Johnson brings both operational and strategic experience in an integrated healthcare delivery and health plan system, as well as 10 years of operational management and leadership experience in other national and international corporations. Mr. Johnson received his bachelor's degree in education from the University of Missouri - Columbia.
Vice President, General Counsel
Ms. McNett joined Presbyterian in 2016 as Vice President and Associate General Counsel for Fluent Health
and Presbyterian Health Plan. With extensive experience in the healthcare industry, she provides leadership and legal support to all aspects of the organization’s operations. Prior to joining Presbyterian, Ms. McNett was Vice President at Health Care Service Corporation in Albuquerque and Chicago. She has practiced law for more than 25 years in both private law firms and as in-house counsel.
A New Mexico native, Ms. McNett received her bachelor's degree in business administration from Colorado State University and her law degree from the University of Colorado.
Executive Director, Provider Network Relations
Ms. Garcia leverages her extensive experience in healthcare finance and accounting to manage all Provider Network Management activities for Fluent Health, including credentialing, network development and network management. In addition to leading a dynamic team of more than 40 healthcare professionals, she oversees a service model that emphasizes provider experience-focused technology and communication initiatives. Ms. Garcia earned a bachelor's degree in accountancy from New Mexico State University and her MBA from University of New Mexico. A 2014 graduate of Leadership Albuquerque, she has also served as a board member for the Juvenile Diabetes Research Foundation and as Vice President and Program Chair for the Healthcare Finance Management Association.
Executive Director, Provider Contract Performance
Mr. Lucero’s experience includes health plan and provider group leadership with a focus on analytics, operations and creating value-based relationships between payers and providers. Most recently, he served as Executive Director of Medical Economics for University of New Mexico Medical Group and as Assistant Vice President of Operations for Molina Healthcare.
Mr. Lucero holds a Bachelor of Arts in Business Computer Systems from New Mexico State University and a Master of Business Administration from the University of New Mexico.
